OK so I can create a simple locator app without it?

I'm looking to do a mapping app and I'm getting familiar with the livecode commands and functions. I see that REVmobile plugin is needed in some cases. Has anyone created an app that deals with some of the locator functions and commands that don't require the REVMobile plugin?

Can work on LiveCode on multiple computers? Ex. I download everything and set it up on my home Macbook Pro and on my office I-mac. Can I save my work and transfer it back and forth between the two systems?

I haven't been on this site in a while. So this is now Subscription based? All license types? So does this mean if I purchase the one lic for $299/yr. I'll have access to the live code product but can't get any updates after a year or does it mean I have a year to create an app using live code, and ...
