I get huge latency on the Homepod. On music playback, not really that noticeable. On video, unusable. Also playing a musical instrument is useless.
That would lend support that it is simply a bluetooth issue.

I might be wrong, but I think that is the 'recent apps' part of the dock. A new Mojave feature.
You can turn it on and off in the System Preferences->Dock
