Hi there,
does anyone know, how to build textures, that looks like in this game?

What kind of tools do I need?

Does I need Photoshop and some special plug-ins to get these comic(?) looking textures?

Or are there special tools for it?

You could use Photoshop, GIMP (which is free) or any other drawing program without plugins. The "comic" effect isn't really in the textures, but more in the very simple shapes.
