The first time I ran LiveCode 8.0 dp 4 on my Mac, I got only the pointer and edit pointer in the tools palette. I hadn't run any version of 8 before on this system. I couldn't figure out any way to make them show, including quitting and restarting LiveCode. The "New Control" menu item also wasn't configured correctly (it had no objects in it, and a blank line after it in the menu) and selecting New Control made a... something. A gray rectangle that generated an error if I double-clicked it.
Then I tried "hiding" the Paint and Draw Tools, and oddly enough, that caused the rest of the tool palette to show up (minus the Paint and Draw tools). Now when I start LC it seems to behave normally.
This will probably need to be tested on a clean system install.

This is a known issue and will be fixed in DP5
To fix the issue (although it looks like you have managed too) is to restart LiveCode after its initial launch.
