Anyone know how to do this....changing blend levels just doesnt look as pretty.

That lesson shows a similar effect to Apple's iOS blur, but on a desktop/laptop. On mobile you really don't have the power to do it efficiently using that method.

Apple has optimised their blur routines but I don't believe they are available inside LC without an external, and maybe not even then - they could be proprietary.
