App rejected because of Letterbox - Now what?

Hi all -
I woke this morning and found a rather disappointing email from Apple. They rejected my latest app. I've pasted the reason below:

2.10 - iPhone Apps must also run on iPad without modification, at iPhone resolution, and at 2X iPhone 3GS resolution
2.10 Details
We noticed that your app did not run at iPhone resolution when reviewed on iPad running iOS 9.2.1, which is a violation of the App Store Review Guidelines.
Specifically, the app is letterboxed on the right and left sides.

What's up with this? I've been using LiveCode's fullscreen mode set to letterbox for many of my apps for some time now and never had a problem getting them approved.
Is this guideline new, or have I just been lucky that reviewers haven't caught the issue in my earlier apps?
Regardless, I'm now stuck trying to figure out next steps.
I suppose I could release two different versions of the app, one for iPhone and one restructured for iPad. But I don't relish that thought.
I'd be grateful for any feedback, ideas, or potential solutions.
