LiveCode Community is the name of the open source version of LiveCode. It is fully controlled by RunRev though pull requests can be submitted by the community. There have been a considerable number of these community contributions accepted into LiveCode.
RunRev does have some form of quality assurance but it is not publicly available. I believe that RunRev does perform code reviews on any submitted code.
