MacOS 11 . . .

That's a thought: I'll just transfer it to my Xubuntu laptop and get on with things.

That did, indeed, work: which makes me feel a bit negative about MacOS 11.

Try this in the terminal?
sudo kmutil load -p /System/Library/Extensions/cd9660.kext

No: it's a 2018 Mac Mini.
