This is an 'Fn' key . . .
[ c.f SHIFT-LOCK, FUNCTION-LOCK]
which MacOS has now leveraged to piss-off those of us who use keyboards that are fantastic BUT don't have an 'Fn'
key on them . . .

This is the rawKeyCode for the 'F1' key
when the 'standard function keys' is selected
[which by DEFAULT it is NOT in MacOS],
when the 'standard function keys' is NOT selected
NO rawKeyCode is returned, but something 'funny'
such as display characteristics is displayed.
This basically means that one CANNOT leverage the 'F' keys
for anything to be deployed as a Macintosh standalone.

I use F1 through 12 for all sorts of things, but newer versions of macOS have them pre-mapped to things like Spaces and LaunchPad, you can change or turn these off in the keyboard control panel.
Kabinner is great for using PC Keyboards with macOS, very useful for "hackintosh" laptops that have odd keyboard layouts or special keys.
