application browser and backGrounds

The application browser shows all kinds of controls. Bu it does not show backgrounds.
If you make a group on a card, and then remove that group, that object becomes a background. If that bg is placed back onto the card, it reverts to a group.
Well and good. But why the short shrift to the poor backGround? The browser ought to show ALL extant objects resident.
Now the "removed" group is not really resident on the card. But still, it ought to be viewable. Maybe the issue is that when one selects the stack, one is asked to select a card. Maybe the bg should be available at the stack level, it being an object that lives in the stack, but on no card.
