I put all my images on a separate stack. if I resize and lock them, then save the stack. When the stack is reopened, the images are back to their original size.
Is there something else that I should be doing?

Open the "Inspector" for your image(s) -> Size and position and check "lockloc"/"Lock size and position".
This will prevent your inconveninence
