No, you need XCode and the iOS sdk (mac only) to develop for iOS. It's an Apple limitation, not a LiveCode one.

You CAN develop on Win BUT ... you can't test because you dont'have iOS Simulator on Win nor XCode so, you can write the code, but to test you need a Mac or ...
