Arduino and push notification

Hello Guys,
Would like to know how can I build a front page that apps can access to IOs of Arduino via TCP/IP and set up trigger for the push notification. For example if certain condition met the smart phone will receive the notification and the display graphic page with user friendly icon to display the Arduino status.
Any light share?
