My impression has been that one can learn and develop for free but to distribute beyond personal use requires product purchase. Can someone please point me to current description of personal development cost? Thanks!

LiveCode is available under open source license (GPLv3) in the Community Edition, or under proprietary license with the Indy and Business Editions.

These are outlined on the Pricing page at the company's web site:
https://livecode.com/products/livecode- ... m/pricing/

In the bottom half of that page you'll also find an FAQ that includes "Can you give me some examples of where I do and don’t need a commercial license?", with several example scenarios where the GPL-licensed edition may be a good fit or where the proprietary-licensed editions may be required.
