Is On-Rev - Destop Client only available thru On-Re

With video cast there looks to be an On-Rev IDE.

I've got a LiveCode (Scripting) Server License.

Where does the On-Rev IDE fit in with my LiveCode 4.6.3 software and licensing?
Or is it the content management service software for a RunRev hosted web site?

Is On-Rev - Destop Client only available if I purchase On-Rev?

The on-Rev client is not so much an IDE as a text editor with rudimentary FTP capabilities EXCEPT that it can also step though the livecode line by line, much as the debugger in the desktop IDE does. This is only something that works with the on-Rev engine. There is no news AFAIK about the possibility of a future release of a debugger-like client for Livecode Server.
