no tooltips until relaunching

I set some tooltips to objects and couldn't seem them applied until after quitting and re-launching RR. Is this the expected behavior? Yes, I was testing in the correct mode. Only a re-launch of RR allowed the tooltips to show.

Dear Bill,
I assume you have set the tooltipDelay to 0 or to a very large number at some point. Restarting Rev must have reset this global property.

Didn't touch tooltipDelay. All I did was just select an object and the set a tooltip via the PI, nothing scripted. There must have been something else going on to screw up my global properties as I clicked around the program...
