Can I distribute my apps free on app stores or do I need to purchase a licence

you mean with the "Community Version" of Livecode?
I'm afraid Apples App-Store does not accept that, you need a commercial Livecode license for that!

No idea about Adroid however.

In addition to a Commercial license, another option for deploying free apps through Apple's app store is to join the LiveCode Membership program, which includes a license exception for iOS in addition to other benefits for just $99 ($25 for students):

Android is free distribution.
Community version of liveCode is all you need.
