Will Livecode planning to support HuaWei Mobile service/HuaWei appgallery?

I think it will be something like Samsung app store.

What requirements do HuaWei impose that prevent you from submitting a normal Android app?

Hi

If free apps it can just download the apk and install in the device.

But for paid apps and in-app purchase, It need to use HuaWei payment api to communication with it.

Just like the current option for Play store, Samsung Market and Amazon, it need to add an option for HuaWei.
