I need a thingy

The closest I can get to describe the thingy I want, is a scrollbar, the type with a pointer, NOT the grip at the side of a field.
As the slider is moved, the Current Value would be displayed in a field, as the hour and minutes. The extent of the slider would be from midnight through noon, to midnight. or zero to 1440 (minutes in 24 hours).
Yes, I know the value can be displayed at the pointer of the slider, but that would be minutes.
There is no point the reading being in minutes, it has to be hour & minutes.

Any bright ideas how this can be synthasized?
