iOS 6 with Snow Leopard

Hi,
I am looking onto using LiveCode to make iOS apps, however the latest version of Xcode requires Mac OS X Lion or Mountain Lion. This latest version of Xcode is also the only version of Xcode to support iOS 6. Can I use an earlier version to make iOS 5 apps that will run on iOS 6 (and be accepted by Apple onto the app store)?
