Not sure if this helps... but LiveCode created apps for Android run ok on 4.1.1

To answer your question in short, YES

I have created an app that runs smoothly on android 4.1.2, am currently trying to get it to run smooth on 4.2.2.

For some reason it is much slower on 4.2.2

Have yet to establish what the reason could be.
