Although I have experience with PC and Mac platforms using Livecode, I have never explored Android at all.
From what I see, this is totally different to the PC & Mac, so I see no point in exploring Livecode if the Android tools provide a wider range of capability. Apart from the cost of the add on to Livecode, free for android tools.
There is a learning curve for both, in my case.
Has anyone compared the Livecode way of producing software for Android devices, compared with the Android Tools (SDK and Platform).

Your question is confusing, because you need the Android tools, even if you're making software for Android with LiveCode.
Probably you mean programming in Java or PhoneGap vs. LiveCode. If you're familiar with Java or HTML5, then you might want to stick with those. If not, then LiveCode might be worth the money. It really is up to you.
If you have any specific questions about PhoneGap in comparison with LiveCode, I'd be happy to answer.

There is not a big difference, there are new commands and functions that you use when scripting for iOS and Anfroid, but at the end of the day the majority of the scripts that you use when making your apps for the Mac & PC can readily be used when you are making an app as opposed to an application... have a look at the iOS and Android release notes to help familiarize yourself...
