Building consistent Icons across platforms

Hello, I have been attempting to find a way to get standalone Icons on MAC OSX and Windows, to appear the same,

With regard to Ask Answer dialogs and ICON files specified in the standalone file settings tab,

I have literally spent hours and hours trying different settings attempting to get these standalone, output Ask Answer dialogs to function on Windows,

MAC OSX seems to handle this just fine, but the Windows Ask Answer dialogs appear blank no matter how I format the graphic or set it up in the settings panel.

Anyone know of a good tutorial on how to feed the Icon monster.

any thoughts or suggestions are always appreciated.
