How do I make an android app that will scale itself to the screen size of the tablet and the elements (cards) scale themselves and move themselves automatically and accordingly?

Thank goodness! That is one of the main reasons that I have not started making mobile apps yet.We are currently implementing resolution independence into LiveCode and this will bring automatic scaling to your applications.

I too cannot wait to try out the new resolution independence features as it will allow the creation of scaleable mobile applications with a lot less effort
