AVD never functions at first launch

Hi,

Whenever I launch an emulator (AVD, Android 2.3.3) it is never recognized by LC GUI at firs launch - the Development -> Test Target is always greyed out. Then after restarting the AVD it becomes active and I can install the apps on it.
Is this a bug or am I doing something wrong?
