Glad I did a little research before I went through the process of converting my iPhone App to an iPad app and resized it for iPhone 5 ! These 6 lines of code below seem to work quite nicely ! I inserted them and then tested my iPhone app out on iPad, iPad Retina and 4" iPhone. Looks and works great on all platforms ! I was using TM2 from tactile media and all of their objects (nav bar, tab bar, scroll area, browser area and IOS 7 button groups resized perfectly. I'm in heaven.

PS. My app has no reason to rotate so lives in Portrait only. Not sure if that would make a difference.
