Creating a tag system like this ...

How would you go about creating a tag system like this (from LC8 Dictionary) ? I could see how something like this would be handy. I'm not looking for code, just a basic explanation of how some of you LC professionals would go about it. I'd like to try my hand at it to add to my 'example stacks'. Thanks.
