livecode with Apache XAMPP Server on Win10

Dear Experts
I tried to install and use livecode Server as described on livecode Website under win10.
The solution with cmd works fine, but I have difficulties in handling the CGI-Version. I modified ths httpd-Configuration File like described but whenever I try to start a Sample Script I get the following error.

client ::1:55929 AH01630: client denied by server configuration

This is writte on the localhost Website:
Error 403
localhost


Does anyone has an idea what is going wrong here??
