Question about buying Livecode

I would appreciate some input on my current situation, and maybe give me some direction on where I should go from here.....

First off, I am very new to LiveCode and for that matter programming and design. I am willing to put in the time and effort to learn this program, but I need to know if this is the right program for me. My wife and I have a very simple idea for an application to aid her in her job field, and I believe the application I want to build could potentially be purchased by people in her line of work. With that being said, below is rundown on what operating system I would be developing on, and what devices I would like to see my application work on. Maybe someone can tell me what package I need to purchase....

I have a toshiba laptop computer running Windows 7 32bit O/S
I want my application to run on iOS (iPad etc.) and Web Browsers.

One question I have....I read that if you purchase the "add on" development tool for iOS, it states that LiveCode can only develop applications for iPad Itouch etc. if you are using a MAC computer....(is that correct?) Furthermore, does that mean that I cannot make an application that will work for iPad unless I make it on a MAC?

Second Question....So if the above question is true, If I purchase the "add on" for deployment in HTML webpages, will the final application run in a web browser and still work similar to an iPad/Android application?

Thank you ahead of time for any comments you may have....I hope I made my question clear and didn't muddy the water....(my wife tends to say I do that!)

Developing for the iThings requires a mac - it's not so much a LiveCode restriction as a matter of needing the Apple XCode environment, the iOS sdks from Apple, etc. And keep in mind also that you need to join Apple's developer program even to start developing an iApp.

For the second question, no, unfortunately there's no revWeb plugin for iDevices either. Deploying to the web will only work on browsers on OSX and Windows.
